Over the last six years, there has been a lot of blood, sweat, and tears shed over this issue. This was an incredible lesson in how politics and self interest operates at the local and state levels. As the City of Jurupa Valley’s first City Manager and as an adjunct professor in public policy and administration, I will be preparing a comprehensive case-study as to how this entire issue unfolded. From start to finish, there are heroes and villains to this story. Regardless, our deepest gratitude to State Senator (General) Richard Roth for his tireless efforts sponsoring legislation after legislation proposing instating the same revenue source to California’s four newest cities that is enjoyed by the State’s other 478 municipalities. Fairness and parity was always the expectation. The unpaved road to that end was filled with dead ends and blind curves. Students of local governance and state politics should be very interested in how this all came down. Doing the right thing is not always easy.
