Some 30 years ago when I was President of the City of San Diego’s Southeast Economic Development Corporation we were developing industrial parks. While we were offering inducements to the private sector, like reduced land pricing or ground leases and employment tax credits through the City’s Enterprise Zone, we required every end user to develop a comprehensive vocational training and apprenticeship program for local residents. It worked in developing skill sets for very technically based jobs that paid way above the wages for the average resident living in and around Southeast San Diego.
