For those of us in and around the field of public administration we certainly have been impacted by the knowledge and insights of University of Kansas Professor Emeritus, H. George Frederickson. He was required reading during my graduate studies.  He has the incredible ability to translate academic research and jargon into practical applications.  This particular essay revolves around the trials and tribulations of two fictional city managers.  This essay is out of print, and if I recall, Professor Frederickson self-published this very limited essay.  In my opinion, it should be required reading for anyone interested in the field of city management.  I periodically use in my courses.
